Port Toluca Arc is the twelfth story arc of Kou 1 Desu Ga Isekai De Joushu Hajimemashita series and the first story arc of Western Kingdoms Saga.

At the western boarders, two kingdoms namely Agnica and Gasel are feuding against each other over price dispute that eventually gotten the attention from both Hybride and Phyllis respectively. This prompts Hiroto and his allies sneak into Port Toluca in order to understand the situation while trying to pacify the two kingdoms' feud. In the midst of this affair, Leonidas suddenly returns to Hybride from Regulus but his returns ends up garnering displeassure from even his own fellow countrymen, including his uncle Hybdran the Duke who is also antagonizing Hiroto due to his status.

This arc marks the feud between Agnica and Gassel that going to impact Hiroto's career in the future.

At Emperia, the Privy Council's meeting begins with Leonidas joining the meeting and his first suggestion is to lift the ban of Belphegor and Rasmus.

With Lyndrus's surrender, Port Toluca is officially fallen to the Phyllis-Gasel Allied Army and the news about that incident shaken Hybride and Agnica in the following aftermath.

Story Impact

• With the addition of Agnica and Gasel, who are allies to both Hybride and Phyllis respectively via pacts between their respective rulers, the world map is now showing 6 main kingdoms that are close to the Terminus River extended beyond the initial 4 kingdoms (Hybride, Phyllis, Magia and Regulus) as it has now has 6 main kingdoms. 
  • Agnica is located at the west of Hybride and it is introduced as Hybride's longtime ally due to the alliance between 2 respective king, mostly to due the former queen of Hybrdide with one of them was Moldius's father who vowed to protect its western ally if any threats befall onto it. It
  • Gasel, on the other hand, hails from south west of Hybride and an ally to Phyllis due to the political marriage between King Pashan the Second and Queen Ismir, the latter of the two is Eesh's younger sister.

• Leonidas's true personality beyond his flamboyant personality from the surface is further explored in this arc. Not only he want to become Hybride, of which resulting him, is further explored where he suffered a inferiority complex for being overshadowed by his late brother Jullius.

• Hydran is debuted as the Duke who happens to be Moldias's cousin and Leonidas's uncle, making him a member of the Hybride royal family. However, Hydran despises Leonidas due to this uncouth behavior that made him seemely "unfit" for the crown and he himself has an ambition to replace his cousin as the new king of Hybride and just like most of Hiroto's enemies, he too belittles Hiroto due to his status that is not but growing more caution due to his bond with the vampires. Hiroto's involvement and success in pacifying the feud between Agnica and Gasel in just 3 hours without incident shocks Hydran so much Hydran's hostility towards the Diferente as he only views him as a "threat" to Hybride and willing to use any schemes to stop his rise, making him as one of Hiroto's vilest enemy in the series.

• Some new characters are introduced in this arc, specifically aristocrats and royalty from both Agnica and Gasel.
• Pashan II and Ismir are introduced as the rulers of Gasel, with the latter is Eash's biological younger sister. In fact, both couples are so compatible that even the local husbands are envious for the pair.

• The aftermath of Hiroto's successful negotiation with both Gasel-Phyllis Arlliance and Agnica that finally pacify the are involved.
