Just as Hiroto left Secondaria, Excelis is next to visit the members of Secondaria Alliance only to confront their hostility as they still support Feuillet. She then take a break at Neka where she is chatting with Darmur and Zeldis where the latter says that he only support Hiroto; prompting Excelis to think that Hiroto would have able to catch up with Feuillet with 7 votes if the vampires are allow to vote, a right which they don't have.

Elsewhere, a panicked Feuillet visits Lusa and confronts him for his decision. In order to win Rudin's support, Feuillet tries to convince Rudin that he has promised Lusa that he will "support" the Air Mail Service but he just considering some "exceptions" before approving it. Rudin, in turn, due to his suspicions about Feuillet's deception, tells Feuillet that he will support him if he publicly declares these "exception". Feuillet, shocked to hear such words and fear that he will lose the supports from 4 southern towns if he declares that exception, warns Rudin the consequences of denying him but Rudin only knows the benefit of supporting Hiroto. Hearing Rudin's rebuttal irritates Feuillet so much that he glares at Rudin while remarking his failing plot.
