Election Arc is the 4th story arc of Kou 1 Desu Ga Isekai De Joushu Hajimemashita series and the last arc of Salabria Saga. This arc illustrates the prelude, during, and the aftermath of Salabria's Corectio, an election that is held at Salabria where noble across the province are competing against each other for the position as the Governor of Salabria. Hiroto enters the election as Solum's representative while confronting other several rival noblemen who try to ruin his rise along the way, such as the likes of Excelis (Elven Lord of Primaria) and Feuillet (Lord of Secondaria).

PrologueEdit

Prelude to the ElectionEdit

Within the next month, governor Baulois-the current Governor of Salabria-will be stepping down from his position. With his retirement, many castle lords will be voting to determine the next governor, with Feuillet of Secondaria and Excelis of Primaria as the 2 main candidates for the upcoming Corectio.

Excelis's dilemma in dealing Solum Alliance.

At Primaria, Slara reaches the castle and follows a solider to meet Excelis who complements the vampires' Air Carrier service as both fast and convenient, to the point thinking hiring one is an extraordinary feat. To the elven lord's shock, however, she reads a letter from her trader by the name Illion regarding Feuillet's increasing influences that gained a lot of his supporters, along with an ultimatum from his 4 major supporters into enacting the Development Order on Primaria's behalf if she want to keep her allies. Whilst thinking that accepting the Developing Order may seemly the only way to combat Feuillet, Excelis also suffers her dilemma because she also considers about Hiroto, the leader of the Solum Alliance who will likely rejects her if she enact the enact the Development Order, so she tries to think of something to convince him to accept it too.

Meanwhile, Feuillet and Torlan are having a dinner while discussing the Air Carrier that is approved by Neka. As Feuillet remarks how he will manipulate the Air Carrier service for victory at the upcoming election, Torlan expresses his disgust towards Hiroto whom Feuillet comments as an astonishing person due to his caliber. Nevertheless, Feuillet claims that he will get the last laugh in the end so he have Torlan ordering Kazm to pack something in his another plan to ruin Hiroto.

So, Hiroto rushes to the scene with Sorceire who informs him that she never heard of the wheat price's drastic rise and the local baker is actually a nice person who doesn't raises the prices for quick profit, further adding the Diferente's suspicions about the wheat price's sudden rise and with Sōichiro and Curele coming along, he vows to get the bottom of this case.

Back at the bakery, tension between baker and 30 townspeople worsen when the crowd accuses him as a money grubber and vows never buy a bread from his bakery, even though the baker explains that he had no choice to raise it to circumstances. Not helping matters is Valkyria only watches the argument with grim when she failed to quell the quarrel. Courtesy to Hiroto, the quarrel stops and when the baker asks if he is about to arrest him, the Diferente tells him only want to asks some questions and wants everyone to come with him along with the cart.

Manga Retiring Officials advice to Excelis

Excelis and Baulois.

Elsewhere, Excelis seeks Baulois for his support in the upcoming Corectio while presenting her own Development Order to him. Baulois, however, opts to have his would be successor to decide Salabria's future Development Order instead, and not only he advises the Elven Lord to avoid unnecessary conflicts with the vampires as he views them as the forest's guardians[Notes 1][Manga 1], he is also recommend her to visit Solum in order to understand the situation herself, further reminds her that politics isn't something to be done on the table, rendering her speechless. All Excelis can think of is that the Development Order is imminent due to Salabria's rising population[Notes 2] and a means to gain support from other castle lords[Notes 3][Manga 1], though this brings her unease for she is unsure if she is doing a right thing.

Excelis's Desperation for Solum's VoteEdit

At Secondaria, Donis, the Steward of Primaria, try to convince the local Elves Association to approve Excelis's Development Order so she can win votes from 4 Southern cites (particularly Marcel, Glinka, Gustave and Victor), only to be rejected by Magnelis as he claims that even if she gains these votes at the expense of Solum, it is still not enough to beat Feuillet-Donis to leave and deliver this bad news to his lord.

At Primaria, Excelis is shocked and confused to hear Donis's report that the Secondaria Elves Association will not support her, but they didn't reveal who will they support either; to make things worse, Feuillet has 8 votes just as suspected and despite she takes the lead by having 12 votes, Excelis worries that Marcel Lord and others will defect for Feuillet if this situation persists. Things turns to her favor when she receives 2 letters from Solum, however, as she views them as a chance to gain it's support by force-specifically after hearing news about its road expansion and its wheat crisis. So, she orders her steward to summon Illion as she want to tell him her plan.

At Primaria, Excelis reads letters from Hiroto and Illion and while she is delighted to hear that the Diferente will visit her soon, her hopes turns into despair when she learns that he will not vote for her because he opposes her Development Order, leaving her puzzled by such decision. With her only viable option is to confront Hiroto and try to persuade him, Excelis asks Donis for ideas and to her dismay, he suggests her to seduce the Diferente with her charms.

On the next morning, Excelis wakes up and despite her dismay Donis's plan, she goes along with it by ordering her servants to send letters (via Air Mail) to both 4 Southern Castle Lords and Hiroto and tell them to come to Primaria immediately.

So, Hiroto proposes an idea that both obtains her and beat Feuillet: him becoming the Corectio's third candidate. Yhis makes Excelis skeptical about Hiroto's plan and despite his explanation that a distrust between Solum Alliance and the vampires will have serious repercussion to Salabria, she thinks his chances of victory in the election is slim due to his own disadvantages for having the lowest votes, only to become reticent when Hiroto replies that losing only counts when a candidate either withdraw from the election, announcing the cancellation of the Development Order or accept the exceptional cases. Hiroto further explains Feuillet's strategy before the Corectio to Excelis, who insists that the plan is impossible because she still have Primaria's support but changes her mind later when Hiroto asks her about enacting the Development Order while abolishes the exception. Before he leaves, instead of forcing her to cancel the Developing Order, Hiroto tells Excelis to keep her stance until the final debate.

Hiroto the Third Candidate of CorectioEdit

At Secondaria, Elves Association is having a meeting where Magnelis asks everyone to decide either Hiroto or Excelis as the appropriate candidate to be the next Governor. Meanwhile, all the North cities (namely, Est, Natra, Cerca) castle lords also receive news about Excelis's Development Order and becomes to hesitant to choose which candidate.

Hiroto ensures Magnelis that he will win the election.

After their Hot Spring trip, Hiroto and the girls (Valkyria, Mimia and Sorceire) return to Secondaria but he himself is summoned by Alvy to meet the Secondaria Elf Association alone. When Hiroto eventually arrives, Magnelis asks the Diferente regarding his meeting with Excelis, with the latter replies that they can at least be partners, for now. Magnelis then requests Hiroto to participate Salabria's Corectio and leave Solum's wheat price crisis to the Secondaria Elves Association. Although he figured out that Feuillet was behind it, Hiroto asks Magnelis why the elves want him to participate the election despite knowing their lor's trap for him. Magnelis replies that is because the Elf Association refuses to support Feuillet because he plan to crush Solum and abolishes the Air Carrier Service-something he deemed as essentials to the Ibrid System; furthermore, he adds that the Diferente can expand Solum's road networks if he win the election. Moved by Magnelis's words and everyone's faith in him, Hiroto replies that he will win the election-starting by visiting Lusa.

Meanwhile, Excelis visits Secondaria Elf Association only to be shunned by everyone for wasting her time to convince them for their support. With only Magnelis and Excelis left under the former's order, the latter tells him that she deliberately fully enacting her Developing Order just to prevent Primaria's surrounding cities's support for Feuillet. Disappointed by Excelis's unrighteous path, Magnelis tells her that they too deliberately not support her.

Hiroto protects Sorceire from Aldus Lord's scorn.

Back to Hiroto and Sorceire, they arrive at Aldus only to be scorned by its castle lord as he accuses Darmur as a "traitor" for his "shameless" support for a "peasant" like Hiroto. To protect Sorceire, Hiroto tells the lord to lash his hostility at him instead and not only he warns that hurting Sorceire will only damaging his reputation, he also calmly tells him that he wishes to get along with everyone once the Corectio is over and leave Aldus with Sorceire. The duo receive the same harassment from the castle lords from both Litteau and Nolte [Notes 4]respectively where they also loathed Darmur's "treachery" so much they reject the Air Mail service becuase they refuse to coexist with the vampires; to further adding insult to the injury, Norte Castle Lord "advises" Hiroto to quit as he "warns" the youngster about the vampires' hypothetical "betrayal" in the future.

Still, in spite of having 6 votes, Hiroto remains optimistic for the victory has he has eyes onto Rudin instead. As Sorceire apologizes to Hiroto for Secondaria Alliance's hostility against Darmur while Valkyria worries about his would be defeat, Hiroto reassures them that hope is not lost as he explains his reasons of visiting the lords of Secondaria Alliance was to check their impression of him and since Rudin was the only one willing to listen to him, so he opts to pay Lusa a visit again.

Feuillet's Struggles and Lusa's Betrayal Edit

Part 1Edit

At the same time, Feuillet enters Solum Alliance's cities and visits Dexia and persuades the lord with his lucrative offer, only to be confused by him reading a piece of paper. When he visits Natra and see the lord doing the same, he realizes that it was part of Hiroto's plan but despite his efforts, he is unable to persuade him when the lord demands him to not fully enact the Development Order at Salabria if he wants their vote. The same thing happen to his visits of Cecra and Est where the lords demand him to publicly announces the exemption of Solum Alliance from Salabria's Development Order, causing him regret for visiting Solum Alliance. When bypassing Solum via Cecra's unpaved roads, Feuillet is stunned to see its vibrant autosphere where humans and Other Species coexist together, so much so that he is getting desperate and need to get Glinka at his side as he views Solum as Hiroto's true prowess. At Secondaria, Torlan is troubled to receive his master's news of failing to separate Solum Alliance and vows to get Glinka for his lord's sake.

Elsewhere, Sōichiro, Curele and Alvy wandering across South Salabria by visiting Marcel first. Skeptical yet curious about Solum-specifically the coexistence between vampires and humans, Marcel lord is so stunned to learn that Curele's identity that he summons his guards for protection, only to be calmed down by Sōichiro who informs him about Curele's dark past and her interest in listening stories, further adding the nobleman's curiosity. So, Sōichiro demonstrates by telling Curele the story of the "Red riding hood", and when he finished she demands for more, forcing Sōichiro to apologize

Elsewhere, Excelis visits Secondaria Alliance's cities only to be scorned by Feuillet's supporters out of their suspicious about her own Developing Order. When she visits Neka and talks to Darmur and Zeldis, the latter insists that he only supports Hiroto in spite of the vampires' inability to vote, causing her to think humans and vampires are going to coexist someday. Whilst resting at her inn, Excelis receives Hiroto's letter that the "ball" will continue but she also increasingly worried about the Diferente's chances of winning when she learns that Feuillet-due to his deal with Glinka-is ahead of both of then with 8 votes.

Of all Feuillet supporters, however, only Rudin questions the Secondaria Lord's genuinity regarding to the point comparing him to Hiroto [Notes 5]. After being informed by a messenger about Hiroto's arrival, he welcomes the Diferente and when the lords indulging the wine together, he asks the Diferente if he truly want to cancel Secondaira's Development Order. Hiroto replies that he only cancel some projects because he need to check something beforehand, such as the forest's water supplies and its destructive consequences to the town if the Development Order is enacted. With Rudin's support, Hiroto gains Lusa as his ally and earns his vote.

Meanwhile, Excelis visits Solum and she is so astonished by it's real autosphere that she bitterly and angrily realizes[Notes 6] that she has been hoodwinked by the 4 castle lords. When she enters a bar, a she sees the lively autosphere and courtesy to a guard's information from the locals, she learns that Hiroto is catching up with Feuillet with 7 votes. Meanwhile, Feuillet confronts Rudin and tries to gain his vote by claiming that he is still "considering  the Air Carrier service, but Rudin hears enough and demands him to declare that "exception" if he want his vote back. Shocked and appalled by his fellow castle lord's words[Notes 7], Feuillet warns Rudin about the consequences of his defiance but the latter replies that he that he only knows the benefit of supporting Hiroto, further adding the Secondaria Lord's ire as he begins to see his schemes falling apart.

At Primaria, just one day before Corectio, Astelis is also surprised to see Hiroto has the same 7 votes like Feuillet and wonder if the Diferente is going to win the election. Whilst recalling bad memories about Salabria's calamity under Baulois's governance through Southern City' rampant land reclamation, to the point feeling regret for Primaria's neutrality after hearing that both Feuillet and Excelis fully implementing the Developing Order, he also thinks that only Hiroto can stop them from damaging Salabria any further.

The Corectio's Final DebateEdit

Sentelio's defeat not only causes Hiroto's peers (specifically Sōichiro and Alvy) worry about his position, it also relief Feuillet a bit as he view this as his best chance to regain his momentum in achieving his victory. To add insult to injury, Feuillet tells Hiroto his "pity" for Sentelio's incompetence and demands him to "punish" him, though to backfires when Hiroto isn't fazed by his insult, for he rather grateful to see Sentelio's courage despite his shortcomings, but makes him speechless[Notes 8] when he gives the same advice regarding Torlan.

Part 4Edit

The third and final debate begins with both Excelis and Feuillet deem Hiroto as "inadequate" to be a governor for not enacting the Developing Order to control Salabria's population growth. When Hiroto calls his opponents out for their imprudence to Salabria's vampire crisis while developing their respective cities, Feuillet indicts him for "opposing" the Developing Order but Hiroto rebuts his argument and explains that while he doesn't opposes the project, he warns everyone its dangerous consequences to Salabria if left unchecked[Notes 9]. From class inequality[Notes 10] to Air Carrier Services[Notes 11], all of Feuillet's argument are ineffective against Hiroto so he changes the subject by mentioning the Ibrid System[Notes 12]The debate becomes fiercer when Feuillet is so adamant that he mocks Hiroto for his "ignorance" to this world while deems the Ibrid System as "unnecessary" since the Emergency has "ended", but becomes reticent when Hiroto asks him to define the Emergency itself while explaining the Other Species' significance to a city. In his desperate attempt for victory, Feuillet changes the subject again and this time, he accuses Hiroto for his "favoritism" [Notes 13]to the Other Species over mankind. To Feuillet's horror[Notes 14], however, Hiroto counters by bringing up Kazm's wheat monopoly that nearly destroy Solum and asks everyone if breads are Other Species' only food; even worse, the crowd (including Southern Cities castle lords along with Astelis and Baulois) are so impressed by Hiroto's performance that they give him an ovation and the judges end the debate before he can even think a counterargument against the Diferente.

Hiroto is congratulated by Sorceire and Sentelio.

Afterwards, officials tells everyone to cast their vote for the respective candidates via ball ballots. Some time later, the results are in and to the joy of Sōichiro and others, Hiroto emerges victorious when he has 9 votes for the the victory, followed by Feuillet's 7 votes and Excelis's 3 votes. As the crowd cheers for Hiroto's victory, nearly all of his peers (Sōichiro, Alvy, Curele, Valkyria, Mimia and Sorceire) hugs him and congratulating their friend for this miracle. Whilst thanking Rudin for his aid, Hiroto also confronts Sentelio who tearfully apologizes for his past antagonism against him a few months ago while thanking him for defending him from Feuillet's insult. Later, Hiroto approaches other noblemen (Excelis, Feuillet, Baulois, Magnelis, Astelis and others except Glinka Lord) and shakes their hands with hopes that they can get along with each other under his governance. With his name is written down by an official, Hiroto is officially elected as the new Governor of Salabria.

  • Whilst making her cameo in Sorceire Arc, Excelis is properly introduced in this arc as one of Hiroto's rival for the Corectio alongside Feuillet. Unlike Feuillet who want to smear Hiroto in any methods he could think of, Excelis wants his support instead since she is also disgusted by Secondaria Plans only to follow suit out of desperation to keep her supporters from voting for Feuillet.
  • More characters are introduced in this arc, specially the officials such as Baulois and
    • Baulois is introduced as a would-be retiring Governor of Salabria and he is one of very few figure who understand Salabria's ongrowing problems, specifically the vampire crisis that plaguing Salabria for quite a time. In fact, he is one of few people who witnessed Hybride's emergency state prior to the first Diferente's arrival, its improvement under the first Diferente's governance and its returning woes due to humans' discrimination and prejudice against the Other Species simply because they all assume that the "Emergency" is over.
  • The aftermath of the Corectio has impacting those who are involved, specifically Hiroto for he becoming the youngest candidate (and the first outsider) to be elected as the Governor of Salabria. This set a milestone for Hiroto as this position paves his for further greatness in his future adventures.
    • Even as Excelis's main supporter, Astelis is so astonished by Hiroto's outstanding performance that he remarks him as a right candidate for the governor position, mostly due to his foresight in seeing a bigger while acknowledging his own limitations. Like his daughter, he is now one of Hiroto's recurring allies as his adventures go on.
    • Of all castle lords who congratulating Hiroto's victory after the end of the Corectio, only Glinka Lord, whose name later is revealed as Zoppo, refuses to acknowledge the Diferente by not shaking his hands. This foreshadows the events of Phyllis Affairs Arc where he got involved in a conspiracy of Hiroto's first near assassination via Phyllis's scheme.

NotesEdit

  1. Of all people in Hybride, Baulois is one of the few who didn't hold any discrimination against the Other Species due to him witnessing Hybride's own peril (such as famine) and the rise of Ibrid System in the last 50 years, the latter of which saved the kingdom. Sadly, as times goes by, people such as Feuillet and even Excelis don't share his point of view.
  2. According to Excelis observation, Salabria's population is growing with the Southern Cities' economy are flourish while the Northern Cities remain stagnant. While this many be one of her reason to enact the Development Plan and it seems sounds noble on paper, it ironically also made her not to different than Feuillet for the plan will garner the ire from those who are against the development order, including Hiroto and even her fellow elves at Secondaria.
  3. According more of Illion's letter, the castle lords such as Marcel Lord made lucrative offers to her and ensures her victory at the upcoming election, on one condition: To gain their vote, she must enact the nationwide Salabria Development Plan without any exception. This itself putting Excelis at edge for she worries that once she enact that plan, she can't even change the plan.
  4. In spite of their belittlement against Darmur to the point even picking on his daughter Sorceire, both Litteau Lord and Norte Lord are "willing" to see Hiroto only voicing their opposition against his candidacy as their refusal in coexisting with the vampires. In addition, unlike Natra, Nolte's resources are abundant which lead to the population growth that will lead to deforestation in that area.
  5. According to Rudin, both Hiroto and Feuillet want to continue the Air Mail Service except but the difference is that Hiroto has visited Lusa more than Feuillet and even chatting with him after his first visit which proving the teen's sincerity. Therefore, he opts to support Hiroto.
  6. To Excelis's anger and realization, she has been fed with lies from Feuillet and others as most of them cared only profit without even considering the consequences of their actions to everyone, specifically dried river that would cut down the Mummies' source of water supply. The reason of that misinformation was because none of castle lords-ones who supported Feuillet-even visit Solum before.
  7. To Feuillet, declaring that plan will loses him supports from 4 cities of the South-a lost he refuse to afford if he wants to win against both Excelis and especially Hiroto.
  8. The reason why Feuillet becoming speechless after hearing Hiroto's "advice" about Torlan is not only because Hiroto's is unfazed by such insult, but also Torlan's notoriety that became widely known months ago.
  9. To make his point, Hiroto used Solum as an example and explained the town's limited resources (particularly water resources), of which was the main reason why he didn't fully enacting the Developing Order: Provoking vampires aside, deforesting for land reclamation would dry up the water supplies and without it, the land will dried up and harvest will be reduced drastically. Feuillet initially scoff at Hiroto that this problem is "exclusive" to Solum but ends up becoming speechless when Hiroto refutes that this alone is a straight up consequences of enacting Development Order without considering it's repercussion to Salabria: Not only it doesn't even curb the province's "overpopulation crisis", it ends up reducing harvest in exchange for the short-lived profit since water supplies doesn't magically replenish itself after farming, causing famine across Salabria.
  10. In spite of hearing Hiroto's reasons about why he limiting the Development Order, Feuillet remained unconvinced as he deems it "unfair" to the townsfolk and deemed those who didn't contribute the development will bring "burden" to the city. To the Secondaria Lord's dismay, Hiroto shoot this argument down by asking the lord if he willing to do all the work by himself, further claiming that claiming that occupational division is indifferent to the governance between statehood and country.
  11. According to Feuillet, the only people who handles the mail service are humans and elves and deems the vampires as "troublemakers". This ends up garners Feuillet's disgust when Hiroto rebuts that humans are the real troublemakers;worst of all, everyone gave him an applause for it.
  12. As for the case of Ibrid System, Feuillet ignores the consequences of reclaiming the lands without considering the Other Species's importance to the system. This is Feuillet's biggest mistake because his antagonism against Hiroto was simply because of him assuming the youngster was "ignorant" system due to him as a newcomer 3 months ago, and his gloat about other Other Species are not longer needed since the Emergency is "over" only ends up biting him back.
  13. In his attempt to demoralize Hiroto, Feuillet purposely provokes Hiroto by mocking his relationship with the Other Species by accusing him sleeping with Valkyria and Mimia. Hiroto easily shrugs off this provocation off by joking about Feuillet's envy about him sleeping with his precious partners.
  14. Feuillet's inner monologue reveals that his traps for Hiroto during the election was to "expose" to everyone about his "shallowness" to the new world. To the nobleman's frustration, that fails miserably because not only each Hiroto's rebuttal just displayed his real credibility, the story of Kazm's wheat monopoly only ended up proving his care for both Human and Other Species. The only reason why he still resisting is because he refuses to kowtow to the juvenile who will becoming Salabria's Governor but time isn't at his side this time.
  15. The Solum-Cecra road expansion is one of Baulois's final duty as the Governor of Salabria. According to the officials, that project will begin next week
